Senior Policy Adviser - Passenger

The Community of European Railway and Infrastructure Companies (CER) brings together railway undertakings, their national associations as well as infrastructure managers and vehicle leasing companies. The diverse and comprehensive membership made up of long-established bodies, new entrants and both private and public enterprises, covers the large majority of the rail infrastructure network, rail freight business and rail passenger operations in EU, EFTA and EU accession countries.

CER mission

CER represents the interests of its members towards EU policy makers and transport stakeholders, advocating rail as the backbone of a resilient, competitive and sustainable transport system in Europe.

General responsibilities

Reporting to the Executive Director, the Senior Passenger Adviser’s main responsibility will be to develop CER positions on a variety of passenger transport-related issues and to promote them as well as represent CER in internal and external meetings and events.

Key responsibilities

  • Monitoring policy developments and develop CER position on several transport policy issues;
  • Working Groups management: preparation, running and follow-up of internal working groups and working groups shared with stakeholders (e.g. passengers’ associations);
  • Developing lobbying material (e.g. position papers, fact sheets, etc.), writing reports and articles
  • Contributing to the organisation of conferences and workshops;
  • Stakeholders management and strengthening the association’s relationship with partners in Brussels;
  • Helping to promote the CER positions towards the European Institutions;
  • Representing CER in external events and in meetings with partner associations;
  • Contributing to the weekly internal newsletter and other communication material.

Required skills and qualifications:

  • A Master’s degree in a relevant field, in EU public affairs, economics, engineering;
  • At least 6-8 years of professional experience in EU affairs;
  • Full professional proficiency in English with excellent writing skills;
  • Excellent interpersonal and organisational skills;
  • A flexible and proactive attitude to work combined with an autonomous working style;
  • An entrepreneurial outlook and solution-oriented attitude;
  • Ability to thrive under pressure and keep to tight deadlines;
  • Team player, able to build good working relationships with colleagues;
  • Recognised commitment to ethics and transparency;
  • Fast learner.
