Cooperation agreements

The guide ("Issuing a safety certificate or safety authorisation – A guide for national safety authorities" ERA Safety Unit 07/07/2014) and especially ERA assumption that RUs “operate under the safety certificate of another RU” raise a substantial lack of understanding among the members of CER. Furthermore, CER cannot understand the Agency conclusion in the “flash report” from the task force on single safety certification. With 9 days offered to respond on a survey and no stakeholder’s involvement in the assessment of the answers, the Agency should not state that RUs are reluctant to respond and that contractual agreement may involve certification.

Detailed conditions and requirements for the exchange of passenger and freight vehicles between operators of the railway system have been established for more than 100 years in a safe and efficient way. These cooperations have not only proven itself but they have improved safety significantly. No negative effect on safety can be seen.
