Dear Visitor,
Another year filled with discussions and decisions comes to an end. This year saw a lot of positive developments towards a more sustainable and competitive transport sector. First of all, CER welcomes the publication of the long anticipated Transport White Paper setting out the EU transport policy for the next ten years including perspectives up to 2050. As you will see in this newsletter, the European Parliament voted last week on an own-initiative report. We now call upon European decision makers to not only endorse these goals but to also introduce the right measures and policy instruments. Read complete editorial |

CER is looking forward to an improved outcome of the second reading on the recast of the first railway package
On 12 December, European transport ministers adopted by qualified majority a common position on the recast of the first railway package based on the common approach adopted last June. CER welcomes this formal step as now the end of the first reading is finally in sight. Read the complete article
EURELECTRIC and CER join forces to drive forward the electrification of surface transport
In light of the European Commission’s Energy Roadmap 2050 adopted on 15 December, and in light of the March 2011 Transport White Paper, the Union of the Electricity Industry (EURELECTRIC) and the Community of European Railway and Infrastructure Companies (CER) launched their joint future-oriented vision for sustainable and competitive surface transport for Europe on 9 December. European rail sector welcomes Parliament’s proposed goals for the future of transport and calls for immediate action
The Community of European Railway and Infrastructure Companies (CER), and the European Rail Industry (UNIFE) welcome the own initiative report of MEP Mathieu Grosch (EPP, BE) on a Roadmap to a Single European Transport Area adopted on 15 December by the European Parliament. In particular, CER and UNIFE welcome the ambition of the European Parliament to set tangible targets for reducing emissions of CO2 from transport by 2020. In doing so, it is crucial to follow the original logic of the Commission White Paper to set one overarching emissions reduction target for all modes. Read the complete article
Continued recovery in rail freight across Europe, and a positive growth in passenger traffic in Eastern Europe
Data collected by the Community of European Railway and Infrastructure Companies (CER) on the performance of the rail passenger and freight sectors shows a continued recovery of rail freight in all regions across Europe, but a mixed picture for rail passenger transport. Compared to the same period in the previous year, Western Europe saw a decline in passenger-kilometres in 2Q2011 due to strong growth in 2Q2010 resulting from increased rail traffic due to the ash cloud crisis. In contrast, the rail passenger sector in Eastern Europe saw positive growth in 2Q2011, albeit a very moderate one, for the first time since 2008. Read the complete article

Longer and heavier trucks may seriously impact rail markets, new study warns
The introduction of Longer and Heavier lorries (LHVs) up to 25.25m long across Europe would undermine the objectives of the European Commission’s 2011 Transport White Paper, according to a new study carried out by K+P Transport Consultants (Freiburg) and the Fraunhofer Institute for Systems and Innovation Research (ISI) (Karlsruhe). The European Commission launches the public vote on European multimodal journey planners
The European Commission launched on 5 December the public vote for the industry challenge for a European multimodal journey planner. This is the last phase of the industry challenge launched in June by Transport Commissioner Kallas. Read the complete article
Wider benefits of high speed rail confirmed in new studies
The carbon footprint of high speed rail can be up to 14 times less carbon intensive than car travel and up to 15 times less than aviation even when measured over the full life-cycle of planning, construction and operation. Read the complete article

CER welcomes the discussion of the EU transport ministers in the Council on the European Commission proposals for the Trans-European Transport Network (TEN-T) Guidelines and the related financial instrument, the Connecting Europe Facility (CEF) which took place on 12 December in Brussels. European railways join forces to accelerate the development of “ticketing” and improve passenger mobility in Europe
On 23 November, at the second CER Information Session on Ticketing in the European Parliament, CER presented the rail sector’s ticketing strategy. With this approach, the European railways aim to define common conditions for making information on timetables available to third parties, ahead of the implementation of the related European legislation.
