Self-employed, half-time, from mid-January 2019 until November 2019

based in Brussels

The Community of European Railway and Infrastructure Companies (CER) is currently looking for an experienced Project Manager for a pan-European awareness raising campaign.


This campaign, originally initiated by a number of rail freight operators, aims to raise general public awareness on how rail can address the current health, safety and environmental challenges caused by transport.

The idea is to develop a joint vision to transform rail into a high performing, efficient and sustainable backbone transport system in the EU.

The 2019 campaign will focus on engagement with the public, with employees, and with stakeholders, both at EU and national level.

General responsibilities

Reporting to a consortium of rail freight undertakings, the project manager’s main responsibility will be to coordinate the European awareness raising campaign.

Key roles
  • Liaison officer: Transversal management of different stakeholders within Railway Undertakings, steering committee and core project team. Prepares decision papers/documents. Motivates the stakeholders to produce the agreed deliverables on time. Puts in place necessary feedback loops/processes between the different stakeholders. Reports and escalates to management as needed and manages the relationship with all parties;
  • Information manager: Writes reports required to ensure proper project follow-up by all stakeholders. Ensures dissemination of all necessary documentation (project brief, progress reports, budget follow-up);
  • Communications officer: Manages the campaign’s communication tool box (website, social media, templates,..) and drives the campaigning processes;
  • Time keeper: Writes timelines, defines deadlines for the deliverables, sets meeting schedules, tracks project performance;
  • Risk manager: monitors and reports on project risks (content, budget, timing, partners,…);
  • Process manager: Coordinates activities, ensures process improvement, sets the necessary procedures for proper PM. Plans and reports on necessary resources.
Required skills and qualifications
  • Proven working experience in transversal project management;
  • Proven working experience in communication campaigns;
  • Full professional proficiency in English. French and German are a plus;
  • Solid organisational skills including attention to detail and multitasking skills;
  • Excellent client-facing and internal communication skills;
  • Excellent written and verbal communication skills;
  • A hands-on and solution-oriented attitude;
  • A keen interest in European rail transport and in rail customer needs.
