CER Executive Director Libor Lochman Presentation Sir Roy McNulty’s recent report provides an in-depth analysis of the economic efficiency of the rail sector in Great Britain, examining the cost structure of the industry and setting out a number of options for improving value for money, particularly whether there are legal, operational and cultural factors that may have an impact on efficiency. Britain’s railways have been operating in a liberalised environment on rail for over 15 years and their experience could be an important factor in the Commission’s consideration of new legislation on market opening of the rail sector in Autumn 2012. This conference, hosted by MEP Brian Simpson (S&D, UK), Chair of the EP TRAN Committee, and organised jointly by Britain’s Association of Train Operating Companies (ATOC) and the Community of European Railway and Infrastructure Companies (CER) offered a unique opportunity to hear from Sir Roy McNulty himself exactly what are the conclusions of his report and what the report’s implications could be for the Commission’s forthcoming proposals. Keir Fitch, Deputy Head of Cabinet of Commission Vice-President Siim Kallas, responsible for transport, outlined the Commission’s response to the report. Supporting presentations were given by Michael Roberts, CEO of ATOC speaking for the GB passenger rail operators; and Libor Lochman, CER’s Executive Director, who presented the perspective of the wider EU rail community.
