The issue of public passenger transport in Europe is high on the agenda of European decision makers. In particular, European Commission Vice-President Siim Kallas, responsible for transport, recently announced his intention of looking into the opening of the domestic passenger market to competition in 2012. • What will be the impact on transport services operated under public service contracts? • Are public service contracts essential for the stability of the financial architecture in the member states? The Community of European Railway and Infrastructure Companies (CER), Vilnius Gediminas Technical University, and JSC Lithuanian Railways have invited experts from the EU institutions, national ministries and the rail sector to reflect on these questions from a political and economic perspective.
In this framework, the three co-organisors of this conference see it as an excellent platform for sharing experience on the implementation of the public service regulation and for discussing the future benefits of domestic passenger market opening for society as a whole.
